IARCSC Introduces Top Human Resources Directorate, Leader and Project

The Independent Administrative Reform and Civil Service Commission (IARCSC) honoured top HR directorate, leader and project, with awards and letters of appreciation.

This is the first program which is launched to strengthen the culture of rewards, motivation and increase healthy competition among the staff of the human resources departments of the civil service sector.

Even though, the human resources departments of the civil service are in a better condition now in comparison to the past, launching such programs will help further standardization of these departments. HR departments of the civil service sector need to significantly improve. The IARCSC expects the recipients of the top HR directorate, leader and project awards to focus their efforts on even better, responsible performance.

The HR directorates of the ministries of Higher Education and Rural Rehabilitation and Development, which received the highest rating out of the total, were awarded the title of “Top Human Resources Directorate of Civil Service Sector”.

Munila Hakimi, head of the Directorate of Human Resources of the National Statistics and Information Authority, who received the highest criteria-based rating, was named “Top Human Resources Leader of Central Agencies” and Nazir Muhammad Poya, head of the Directorate of Human Resources of Parwan province, with the highest rating, was named “Top Human Resources Leader of Provincial Agencies”. They were also honoured with awards and appreciation letters.

Similarly, the award and the appreciation letter for the “Top Human Resources Project” went to Noorulhaq Ahmadi, head of the Capacity Building and Development Department of the Herat province.

The top HR directorate, leader and project of the civil service sector were identified in two stages by defining a number of criteria and distributing questionnaires to the human resources departments of the agencies. In the selection process, criteria such as developing plans and solutions to strengthen and further develop the human resources of the agencies, functions of the human resources departments of the agencies in terms of innovation, employee empowerment, coordination, provision of better services to visitors, ensuring employees safety and security, etc., were taken into consideration.
