Zia Ahmad Abdulrahimzai
Zia Ahmad Abdulrahimzai has received his MA in political science with a major in international relations from Kateb University and his BA in English language and literature from Kabul University of Education. He did his secondary education at Habibia High School.
Mr. Abdulrahimzai has served in leadership and management positions in various civil service agencies for the past 11 years. He worked as parliamentary affairs officer at the Ministry of Counter Narcotics for two years and as director-general of private sector transportation at the Ministry of Transport and Civil Aviation for one year.
Similarly, Mr. Abdulrahimzai has served in other different positions for five years. He was an administrative director at the Ministry of Agriculture, Irrigation, and Livestock for one year. He then served as provincial capacity-building director and then provincial affairs coordination and communications director at the same ministry. Mr. Abdulrahimzai also worked as parliamentary affairs, complaints handling, and public relations officer at the Office of the Afghan President for a period of two years.
He has attended short-term training programmes on public administration and leadership in Italy and Malaysia.

Ahmad Masoud Tokhi
Ahmad Masoud Tokhi was born in 1357 (1978/79) in Kabul. He did his secondary education at Habibia High School and his higher education at Kabul University. Mr. Tokhi has received his BA in economics in 1380 (2001/02) and his MA in development policies and practices from the University of Geneva.
Mr. Tokhi has over 16 years of working experience in national and international organisations. For instance, he served in different management positions for Action Aid, an international NGO, for six years, during which he was in charge of conducting education and governance programmes on national and international levels.
Mr. Tokhi has also worked as senior strategic planning advisor for the Ministry of Rural Rehabilitation and Development and as the officer for the Management Capacity in Government (MCP) Project at the IARCSC.
Mr. Tokhi led the Administrative Reform Secretariat (ARS) from 1388 (2009/10) to 1391 (2012/13). For the last five years he has served as director-general of the Civil Service Management Department (CSDM). He has been appointed in this position through open competition and in accordance with the presidential decree no. 6,539.
